Planning and Zoning Mins 

Monday, April 26th 2021

 

Mayor Wise Swore in Mike Peters to the Planning and Zoning Board Before the Start of the Meeting. 

 

Jason Barthlow calls the meeting to order at 6:30pm. Followed by the Pledge of Allegiance. 

 

Answering roll call were: Mayor Wise, Darryl Ward, and Mike Peters. 

 

Also in Attendance:

 

Village Engineer Chris Tebbe, Building Inspector Bill Toole , Harrison County Fire Chief Chad Noggle, Village Administrator Franklin Christman, Brian Zets, David Hodge, Molly Gwin, Jack Watkins, Dwight Imler and Rich Conie

 

Old Business 

None 

 

New Business

Approval of Ashton Village stage 3. The board had a lengthy discussion about if there needs to be a traffic light, STOP Signs & Sidewalks at the sentence/exit of new development. Chris, Jason & Franklin all weigh in in the process to getting that accomplished. After the discussion was concluded, Mayor Wise made a Motion to approve, seconded by Darryl Ward. The board votes unanimously to approve. 

Molly Gwin gave a presentation about proposed new development on Runkle property pending approval, they are looking to start building fall of 2021 with move in date June 2022. Darryl asks about connecting the retention ponds. Franklin shows slides which suggest ways to improve their original design and integrate with Ashton crossing. Chris Tebbe Gives an overview of the benefits of the Planned Unit Development Zoning. Board members offer ideas for improvement on original design the board suggests 

  • a walking trail
  •  recreational access to the ponds 
  • fencing limitations, 
  • Rock lining around the ponds to prevent erosion 
  • not allowing sheds 
  • Tree Restrictions 
  • Widing the entrance to accommodate traffic 

 

Jack Watkins says he will take all of the board's suggestions into consideration. Jason asks if there will be deed restrictions and the methods for making changes to restrictions. Jason and Jack have a discussion about the potential issues with HomeOwner Associations. After a lengthy discussion on all concerning issues Mayor Wise makes a motion to approve the concept Mike Peters Seconds and the board votes unanimously to approve.

David Hodge Presents site plan for potential apartments at D13-005-00-002-36. Mr Hodge says he is interested in filling a rezoning application. After the presentation the board brought up concerns with the entrance to the apartments, a sidewalk connecting the complex to Asheville pike and the width of the streets. Mayor Wise informs Mr Hodge he would be interested in moving forward with the project. 

 

Darryl makes motion to adjourn which was seconded by Mike Peters.
