Planning and Zoning Meeting 

November, 29 2021

 

Jason Barthlow calls the meeting to order at 6:29 pm answering roll call were board members Rodger Clarke, Mike Peters, and Bryan Burnton 

 

Also in attendance: Franklin Christman, Chad Noggle, Adam Trimmer, Rita and Lowell Rader, Dewight Imler, David Hodge, Matt Schell, Steve Welsh, Chris Penn, Ralph Nelson and Joyce Nelson.  

 

Old Business 

 

Franklin starts the meeting by going over the rules for public meetings and then previews the parcels that were to be rezoned to Light Industrial (LI).

Jason goes over each of the parcels up for rezoning and asks the board if there are any comments on each.

Long Discussion about the zoning lines in the village 

 

Bryan asks about the capacity of our water and sewer and at what point would new development become a burden to the taxpayers.

 

David Hodge got up and spoke about how the rezoning of the aforementioned parcels will help to make the current Zoning Map look like Asheville's Comprehensive Plan

 

Franklin goes over the long term revenue and benefits from upcoming projects. Bryan asks if our current utilities can handle all upcoming projects 

 

Jason brings each of the parcels up to vote for recommendation for approval to council

Motion made to approve by Mike Peters seconded by Roger Clarke 

 

Vote was three to one with Bryan Being the only no.

 

Franklin goes over the future revenue projections and the reassessment of the impact fees.

 

After a discussion about the impact of new development on the village it is suggested that the village engineer be present for the next meeting to answer all the questions from the board.
